This file is part of the Windows OS. The virus alert is a hoax that has
been going around for several months now. If you run Windows, you have
this file just as you have COMMAND.COM or CONFIG.SYS. 

If your anti-virus software does not report a problem, I advise that you
not modify your OS components.
