This issue is not easily solved by throwing components
at the problem. Do not in any way interpret this as
criticism of the Finnish work. Systems exist within a
context. For a re-engineering initiative as
substantive as what is being targeted for VistA,
relationship to the Enterprise (e.g., our Enterprise
Architecture), standards, etc. must be addressed.
As or more important is the business value that can be
added as part of the process. Coming to agreement on
shared semantics, terminologies, etc. are not
technology problems as much as business ones. The
technology must be put into place to support the
business practices--as they are and as they evolve.
While leveraging off-the-shelf resources is clearly a
potential time and money saver, these resources must
strategically align with enterprise and project
direction.
