This sounds exactly like how we are using the OIO system. Can't say it
is the *best* system but it is the only system that comes close to your
description, as far as I know.

We have an online repository of downloadable forms as XML (via OIO
Library) and a browser-based editor for designing/modifying web-forms.
Data collection and analysis (reports) are, of course, also via the web
browser. I don't know if you care about multi-lingual support but we also
have dynamically translatable forms via XML-mediated translation tables.
