Actually, accountability comes in from each company selling the software. EG: I could purchase service agreements with either Red Hat or SuSE. Either one would then be accountable to me. However, I can choose which I wish to work with. This increases accountability.
OTOH, if I chose to use Microsoft's software, I could hold only Microsoft "accountable" for it. Since even the US government seems unable to hold them accountable, I'm essentially left with no accountable body to work with.

[BRP] Ridiculous. This should read, "Because no one company is solely responsible for the technology, you have multiple vendors competing to outdo one another." Unless they mean "accountable" as in "you can sue them," but that's usually excluded in license, whether it's GNU GPL or MS EULA.
