So, reading between the lines, I think that the CPOE is part of PCX which was built by Perot Data Systems using their Digital Health System.
That is to say, that this is an example of a group of medical informatics experts partnering with a large consulting company to develop a proprietary, one-off (until they resell it to the next customer) solution. I have seen this before. There are two options:
1) Cut your losses and run. wait a while and try again.
2) Keep spending and training until no one can remember any other way of doing it.
