One area is to provide funds that allow people with full-time jobs to take 
some time away from them in order to - for instance - meet in development 
groups earlier and more readily than they might otherwise do to finish or 
to start planning a specific module or something more nebulous - direction 
of development for instance.

An example would be locums for some of Horst's group, or for other doctors 
on occasion.

I think quality assurance, which is not the same as quality control, is a 
problem that we need to tackle.  I think that some academic input to that 
may be useful.
