In the mid to late 90s Isaac Kohane and colleagues published a great paper on a 
system for unique personal identitifiers with limited scope, using PKI - 
called "Hidit", I recall.The idea was never widely implemented, I think. Could I 
have a copy of your AMIA paper, Dave?
