It is worth recognising that it is very difficult for civil servants to 
release something into Open Source.
However, in the time since the second OSHCA meeting in London, there has 
been movement and progress.

It is also worth noting that any civil servant contemplating this radical 
move is likely to be getting advice from amiable, smooth, pleasant and 
well-funded people who perceive their income as linked with closed source, 
and suggest tht there is virtue in this.

There really isn't any point in being nasty about the civil servants.
