Thomas is in a better position to answer this than Horst or I, since AFAIK we 
don't have any direct involvement in the OpenEHR implementation work (I 
certainly don't, I doubt that Horst does). But I gather from Thomas' previous 
answer that the question of open sourcing is up to the contracting agency who is 
paying for the work. Of course, they can always be lobbied. But I don't know who 
they are (although I can probably guess).
