[1] I did not attend TEPR, but I read in the trade press afterwards that 20 or so vendors participated in the CCR demonstration. I don't know if any of them were FOSS efforts. Perhaps someone on this list knows?
[2] Since CCR uses XML as a native format, it will be relatively painless formost FOSS solutions to parse.
[3] Why use MSWord to open a svelte XML doc like CCR? It can be browser friendly so there's no need to pipe it into such a deep silo.
