I think alarm 2 should be the same as before the restart. 3 and 4 come to
be duplicates because the sensor alarms are being detected during initial
resource discovery (when you restart) and you had already persisted to
disk alarms 1 and 2.
The strange alarm 2 concerns me as it may indicate a bug in the retreival
of alarms from disk on a restart.
