Let me add one more option:
http://ipmiutil.sourceforge.net, see "ipmiutil lan" or "pefconfig" as
a standalone tool, which should already do what you want.

"clia getlanconfig" command in PPS based shelf manager uses IPMI command
"Get LAN Configuration Parameters" - see page 229 of IPMI 1.5
specification - so HPI is not the right interface to implement your own
standalone version of it.
I would recommend using openipmi (http://openipmi.sourceforge.net),
ipmitool (http://ipmitool.sourceforge.net/) or freeipmi
(http://www.gnu.org/software/freeipmi) to do so.
