I am working on the SAF conformance test suites and plan to add new
test cases to it.There was a misunderstanding on my part earlier which
is now cleared.

I extracted these file as you said but then when i ran run
./bootstrap, this is the error i got
core: String property libtoolize badly formatted
Because of that, the configuration file is not being generated.

I already have the previous version of Openhpi installed.Does that
effect the installation of the new version.
