Dan, 
In order for the pdf files to be included in the tarball (generated with make 
distcheck), the pdf has to be spelled out in plugins/xxx/Makefile.am.  For 
example, 

plugins/snmp_bc/Makefile.am has this line for bc doc:
EXTRA_DIST = \
                bc2hpi.pdf \

Do we need a 2.12.1 release for the tarball to pickup the docs?

I have them under plugins/oa_soap and plugins/ilo2_ribcl. What is the
checksum of your source package?
Mine is:
md5sum openhpi/devel/openhpi-2.12.0.tar.gz
56c4d444cad0c9d471acdbbec384b81c  openhpi/devel/openhpi-2.12.0.tar.gz
