I added additional check for FRU capability.
Spec doesn't say what error code shall be returned.
However Table 10 in Section 7.9 of HPI-B.03.02 explicitly says that HS
functions are N/A for such resources.
It makes sense to return SA_ERR_HPI_CAPABILITY there in the same vein
as for saHpiHotSwapStateGet().
