This API does use a callback model based on events. You register for a callback by calling ib_create_cm_id.

The MADs are allocated and formated by the CM. The function names are descriptive of the action taken by the CM, but the user does not actually deal with MADs. I'm open to changing the name, but I would prefer it reflect what the CM is doing.
The CM also manages the connection state and will fail any call done while in the wrong state. (This should be similar to the Topspin code.)
