When setting the delay for a received MRA, the CM doesn't add a packet lifetime
as documented in the spec (12.7.32 - Service Timeout).
If you do end up adding the packet lifetime, you'll need to revisit the
cm_convert_to_ms to prevent overflow of the return value. Overflow happens at
IB timeout values > 39.
