   Ideally your right the ULP shouldn't care what HCA it's running on. There are some practical reasons why an ULP might want to know the vendor and part number it was using like for debug or taking advantage a perform nuance of a particular HCA.

Create a private interface since it is unique per HCA.  This type of information was rejected during the IB and iWARP verbs creation as something best handled out of band / out of spec.  Please do not push for this to be in a ULP itself or any standard RDMA API since it isn't required for all - most likely is very rare given it was rejected by all companies involved in creating these technologies to date.
