it was two hosts only. one of them flood pinged the other.

example (10 concurrent flood pings):
host1# ping -f host2 > /dev/null &
host1# ping -f host2 > /dev/null &
host1# ping -f host2 > /dev/null &
host1# ping -f host2 > /dev/null &
host1# ping -f host2 > /dev/null &
host1# ping -f host2 > /dev/null &
host1# ping -f host2 > /dev/null &
host1# ping -f host2 > /dev/null &
host1# ping -f host2 > /dev/null &
host1# ping -f host2 > /dev/null &

(the /dev/null redirection is used reduce the ssh overhead)
