The CM still needs to know that redirection should occur, cache that information somewhere, and use it for other CM traffic to that same destination. Updating the redirect_qpn only fixes the issue for that single connection. My thought was to have a module that the CM would call to insert a redirected endpoint, and then call again to see if an outbound MAD should be redirected. Hopefully, such a module could be defined to be useful for other management classes.

In any case, the CM has to drive any updates of cached redirection information
since it is the recipient of the REJ carrying that information.

I agree that the CM should control updates to the cache.
