Why would it not be allowed? I don't know of anything that forbids this.

But what about the port that goes down? You have QP1 in the RTS state
for port "X", and port "X" goes down. What happens to QP1?
Also it seems that the ehca driver drop does not handle creating QP0
at all. How do you support running a subnet manager on Galaxy?
