For AT, the routine this code appears in is just the outgoing interface
selection (via DGID) routine. The actual request occurs later (there is
more than ARP possible here) and also there is an automatic retry
mechanism as well.

Clearly (as has been mentioned numerous times on the list), there are
issues here which I am looking into.
