The SID range indicates the format, but it does not vouch for the data.
It should be noted that the middleware handling this new format SHOULD/MUST
validate the remote IP address using a privileged method (such as ARP) before
passing the remote IP address to the ULP.

Major changes from previous version are:
no REQ bit to identify private data formaing - SID range used instead
port mapping uses IBTA space and IETF protocol # is encoded in SID
protocol version is 4 bits.
