I second Mike K. and propose we use gratuitous ARP reply whenever an
IPoIB interface is brought up.
Note that currently ifconfig down/up keeps the QP number since it only
reset the QP and not destroy it. A QP number will be changed only if the
IPoIB module is downloaded.
