OK, my patch was starting to look an awful lot like Sasha's patch when I
realized that I
misinterpreted his message to mean his patch was an optimization.
Sasha's patch avoids
setting PortInfo:PartitionEnforcement{In,Out}bound on external switch
ports with
SwitchInfo:PartitionEnforcementCap of zero which solves the problem that
Hal was
worried about.
