I thought that RDS established a connection.  (Maybe it should be called a
channel multiplexing service?)

I don't think that we want to use the RDMA UDP port space for connected QPs.
That should be reserved for UD QPs.

Can't RDS sit over the TCP port space?  It seems that RDS would use TCP, rather
than UDP, if implemented over sockets, since it requires reliability from the
lower layer.
