I think there are plenty of precedents for putting configuration in
dotfiles in $HOME. For example on my system, 'man fonts-conf' shows
NAME
fonts.conf - Font configuration files
SYNOPSIS
/etc/fonts/fonts.conf
/etc/fonts/fonts.dtd
/etc/fonts/conf.d
~/.fonts.conf
But I'm sure there are plenty of environment variable uses too.
