Hi Chris,
The work described in the blog post is about using verified citizen identity
information in contexts where making it possible to also ensure citizen privacy
is a goal. As I see it, being able to use verified claims from
government-issued identities in contexts where they add value for the person is
a complimentary capability to using consumer identities in contexts where they
add value for the person. One synergy is that production deployments of both
will require trust frameworks.
While the early prototypes (which were shown at IIW) use WS-Federation and
WS-Trust, I know that the team wants to also enable the use of OpenID/OAuth
protocols. In fact, they may be an early customer of the specification work we
do in our working groups to enable some of the 6 scenarios that the board
endorsed as being in scope for OpenID at our December 2nd meeting.
FYI, this is work being done by the Microsoft Verified Claims team, which
includes Ariel Gordon, Christian Paquin, and Craig Wittenberg, who many of you
may know from IIW.
Best wishes,
-- Mike

Subject: [OpenID board] Microsoft's work on State-issued Online Identities?
Mike, I was wondering if you had any insight into this effort at Microsoft? It
seems to be headed in a different direction than the one we were pursuing with
the OIX and reusing consumer-IDP identities in government contexts...? Just
trying to get my head around this! Thanks!
"The next step on the horizon is a multi-state, government and commerce
combined proof of concept/pilot initiative. Microsoft has commissioned a
diverse team of experts, including identity product team members, privacy
professionals, and government customer-facing field team personnel to help
facilitate a comprehensive online identity pilot project. Those of us on that
team understand the importance of open standards and multivendor involvement,
and we've been working with other vendors in this initiative. Likewise, we
recognize that this type of project is a non-starter unless it simultaneously
addresses citizens' needs for privacy and convenience, as well as government
costs savings and efficiency."
