As the chair of the OpenID Foundation, I can assure you that,

1.  That the OpenID 2.0 specification located at [1] is *not* going to
change;
  -- It is a final specification, and we are not allowed to touch it.
     If we are going to ever touch it, it will be in a form of errata, or
new version.
  -- As to the URL, I would however prefer http://specs.openid.net/auth/2.0
    as specified in the specification itself. It will redirect to the
    HTML representation, which is [1].
2. The Simple  Registration Extension 1.0 specification located at [2] is *
not* going to change;
  -- Same as the above. http://openid.net/sreg/1.0 is probably better as
URL.
3. All future versions of these specifications will *not* reuse these very
same URIs.
  -- No we are not going to reuse them. As a SDO, it is vitally important
to keep track of these.
