LoA 2 also involves identity proofing and many OPs does not satisfy it, even
if it can satisfy the technical portion.
Banks etc. on the other hand, will be able to satisfy it, and in my
experience, they are looking at it as an opportunity, at least in Japan.

So, it can be regarded as a new market opener than evolution of the current
OPs.
