Is there any discovery mechanism under consideration or likely to be under consideration that does not use the DNS as a "first" stage of discovery?
Hmm . . . caching the FQDN->IP mapping could have that same effect. I think you're asking about how one could bootstrap the routing tables? I'm only aware of OpenID working through web browsers, so doesn't it at some point have to travel through that layer of the network?
