I did this once but history wasn't long enough.  Now I get:
pkg install pkg:/developer/debug/gdb
Creating Plan (Solver setup): \
pkg install: No matching version of developer/debug/gdb can be installed:
  Reject:  pkg://openindiana.org/developer/debug/[email protected]
  Reason:  This version is excluded by installed incorporation 
consolidation/userland/[email protected]
