well then an os with a rolling release model is just not the right thing
for you. rolling releases
are changing all the time by definition.

The fact that it's a rolling release is immaterial - exactly the same
problem can occur with
a set of fixed releases, if they are cleaned up or otherwise modified at
any point.

While this is true, fixed releases will provide a natural way of creating and associating repositories and thus it will be more likely to avoid the necessity of cleanups. Anyway OI is done by volunteers and donating money to run the infrastructure is only one part of a solution. In the end we need to find one or more volunteers that will do the work.
