Even "help" does not work?

I have no idea what could cause this, the commands are hard-coded in.
Are you typing the commands through some interface that might be adding
extra characters in? Like over a serial port?

That's wierd. What version of popt do you have? Maybe it doesn't have
poptHelpOptions that configure looks for in the library.
