Working though some issues with several people, I have a release that 
hopefully fixes some problems.  The two big ones are:

  * In the simulator, if you added a new user through the IPMI
    interfaces, you couldn't access it because of the per-user
    authentication settings.  I'm not sure where the per-user
    authentication settings came from, there was nothing in the spec
    about it, and there was no way through the messaging interface to
    set it.  So these are just removed.
  * The entity "fully up" reporting was really not correct.  I'm not a
    big fan of the "fully up" reporting, since IPMI systems can be
    dynamic there isn't really any such thing as being "done" with
    changes.  But it does give a point where an entity or domain is not
    going to be in flux due to initial startup, so I guess it has
    value.  Anyway, it has been redone to be correct, which turned out
    to be fairly complicated.

Other minor fixes and updates, including "make check" will not work 
correctly with the perl code.  See the git log for details.

Try it out, if everything is ok I'll do a final release in a week or two.
