Interrupts are disabled on all processors, so you can't get an IPMI
interrupt here.

I'm not discounting that you are having a problem, but I don't think
your analysis is correct.  Adding a spinlock here can result in a lockup
in a panic.  So there's no way you can do that.  

I assume you have had some issue, can you describe that, and give a
reproduction method, if possible?
