That page says the request should ideally come from the
maintainers with the release team also being acceptable hence me
sending a mail to them rather than filing a removal request myself.
It says "The Release Managers or Stable Release Managers, _for packages
which they do not consider to be suitable for release_" (emphasis mine),
not for random removal requests. Individual members of the team may
file such requests if they spot things, but they'll do that with their
DD hat on, not specifically a Release Team one.
