I believe this is http://bugs.java.com/bugdatabase/view_bug.do?bug_id=7089443 upstream. I ran in to this problem when trying to run a Java application (Jenkins) in Juju on GCE because, due to the host naming conventions in the Juju GCE provider, the fully-qualified hostname is guaranteed to be over the limit.
