Both openjdk-8-jre and openjdk-9-jre depend on libgtk2.0-0 which is blocking the demotion of gtk2 to universe. GTK3 has been in long-term stable support status since the 3.22 release in September 2016. GTK2 has not gotten an upstream bugfix release since then, which shows that there is hardly anyone working on maintaining GTK2 any more.
