It seems that openjdk8 in Debian9 "Stretch" doesn't deal with Japanese New ERA "令和 (Reiwa)", it was fixed in upstream. https://mail.openjdk.java.net/pipermail/jdk8u-dev/2019-April/009115.html Please update it from 8u212-b01 to 8u212-b03.
