FX 8u-dev now requires JDK 8-b132 (fcs) as a minimum JDK used to build FX

I don't imagine that will affect anyone, but in case someone is still 
building FX with an EA version of JDK 8.0 ... I just pushed a change to 
8u-dev that requires a minimum version of JDK 8-b132 which is the fcs 
build of JDK 8.
