[8u60, 9] Review request for 8130219: Seek fails for media streams after several tries

Hi Kevin,

Can you review https://bugs.openjdk.java.net/browse/JDK-8130219?
This is regression fix for JDK-8088823 and JDK-8092944. These issues 
caused seek problems with most formats on Windows platform. As fix these 
two bugs were reverted.
