No. I think it's a bug.

the same bug on Linux in 2018 and was fixed for JavaFX 12.

Dirk Lemmermann opened a new bug report, but I don't know the JDK Bug
System number yet. I would like see whether I can come up with a fix,
but I can't say when I'll get to it.
