I agree, `Platform::requestNextPulse` or maybe Util.waitForNextPulse() since
it's only applicable to tests.
Can we use `Util.runAndWait(() -> { });` for now in place of Thread.sleep()?
Will it actually return after the pulse had a chance to run, or do we actually
need a new requestNextPulse() method in Platform?
