I like the idea of a standard test utility, as long as there is some sort of 
build script or easy way to get at it. Probably not `build/testrun.args`, 
though, since is meant for unit tests and includes the shims classes, so isn't 
suitable for most manual tests where we typically want to stick to the public 
API.

We might want to wait until we implement at least part of 
[JDK-8296441](https://bugs.openjdk.org/browse/JDK-8296441) is implemented.
