I ran into this too, and sent a message to the discuss mailing list.

Long story short, the account features may get activated at some point, but
are not for now. It shouldn't affect you for most of your pre-existing
permissions -- you can still subscribe to new lists without an account.
It's just that you can't see the full list of stuff you are subscribed too.

In general, if you need to do anything mailing list related that you
***previously had permissions to do***, send an email to discuss, and one
of the mailing list asmins will get back to you.
