No luck:
root@OpenWrt:~# l2tpconfig session create tunnel_name=peter 
session_name=peter interface_name=l2tp-peter user_name=amazon 
user_password=amazon persist=yes
Error at or near 'persist=yes'

Are you sure that's the right option? According to the documentation 
there's no persist option for the session, only for the tunnel.
