After searching about arp management in the kernel, I found this:

in my conf the /proc/sys/net/ipv4/conf/l2tpeth0/arp_announce = 2 and
/proc/sys/net/ipv4/conf/l2tpeth0/arp_ignore=1
Because of the /proc/sys/net/ipv4/conf/default/... parameters.
I put in the /proc/sys/net/ipv4/conf/{all,l2tpeth0}/ { arp_announce ,
arp_ignore } =0
GWA ping GWB and GWB ping GWA, it is OK now .

I had a quick look at your config - it looks fine.
I suggest check the setup at GWB for reasons why its ARP response might
be misdirected or disabled. Look at ARP stats etc. Try setting up static
ARP entries at GWA and GWB.
If you ping in the reverse direction from GWB to GWA, does GWA receive
an ARP request and send an ARP response?
