I had a feeling this might be the case regarding v3.0 and I tend to agree we should baseline it from the latest stable release - v2.12 before we put too much work into it.
Can I get a trac login so I can start helping out with 2.11? Regarding pull requests for OL3, my feeling is that we'll want to rework things a bit on GitHub. I'd like to see our 2.x development become the master branch there after 2.11. Though it has been great to see a lot of contributions toward the 3.x effort, I think we may be better off starting fresh. These are issues for discussion.
