MbTiles would be good to have. However, Openlayers could not read it MbTiles offline. MbTiles has javascript to reading it but with server, node.js + Tileserver. https://github.com/mapbox/mbtiles-spec Some discussion about it. https://github.com/mapbox/mbtiles-spec/issues/14 I hope OpenLayers would have strategy how to render Tiles Maps offline.
